If you haven't started an exercise program yet, get doctor's clearance and then find an activity which you find enjoyable. If possible, choose something which will have some specific waist exercises or otherwise target your abdominal area. Some examples are martial arts, the more intense forms of dancing, and boxing or kickboxing classes. Of course, if you decide to do weight training be sure to add in some waist exercises. If you add in some cardio exercise like the treadmill, elliptical trainer, or stair climber then you will make even greater progress.
Next, remember your lower back! A number of different exercises can help you strengthen your lower back. These are important especially if you spend most of your work day sitting down or if you walk around a lot in heels. Lower back work will tighten the muscles on the back side of your waist; and they will help you begin to better fit into those super ultra low rise jeans.
Finally, remember that the appearance of your abdominal muscles is a combination of muscle, body fat, and excess water retained under the skin. There are two quick ways to begin to reduce the retained water under the skin (called "subcutaneous" water) and they are easy to start today! First, drink more water if you are not drinking the government-recommended minimum of eight 8-ounce glasses of water (64 ounces); in hotter weather raise your minimum amounts to nine or ten 8-ounce glasses. This will help prevent dehydration and also prevent your body from going into "water storage" mode which happens when you do not consume enough water. Finally, consider reducing the amount of table salt you add to your foods especially if you traditionally love using the salt shaker. While your body needs sodium, the majority of the sodium should come naturally from the foods you eat.
Exercising, choosing specific waist exercises (or exercises which stimulate your abdominals), cardio training, strengthening your lower back, drinking more water, and reducing sodium will all work in conjunction. Sticking with this combination will go a long way toward helping you finally get the look you want in your new super ultra low rise jeans!
